Affordable Home Electrification Program (AHEP)

The Affordable Home Electrification Program offers DC residents at or below specified income thresholds (up to $91,800 for single-person households, scaling higher for larger families) or those participating in SNAP, TANF, SSI, LIHEAP, Solar for All, or WAP completely free installation of heat pumps, heat pump water heaters, electric induction stoves, and heat pump dryers—replacing gas or oil systems with no cost to you. To apply, verify your eligibility through income limits or program participation, then submit an application; upon approval by DOEE, a contractor will install your equipment at no charge, and you'll receive a 12-month service warranty plus manufacturer warranties on the new equipment.

Contractors working with this program install qualifying electric heating, cooling, cooking, and laundry equipment in income-qualified DC homes at no cost to residents, with all work covered by program funding and subject to DOEE project approval. To participate, contractors must work through the program's approved network, follow equipment eligibility standards, provide 12-month service warranties post-installation, and understand that participants who fully electrify (removing all gas/oil equipment) are prioritized and strongly encouraged to also enroll in Solar for All to help offset potential electricity bill increases.

AHEP combines DC local and federal Department of Energy HEAR funding to provide full-cost electrification for low-income and income-qualified households; eligibility is determined by participation in six named assistance programs or income thresholds ranging from $91,800 (single) to $173,100 (family of 8). Projects must receive DOEE approval before installation and can be cancelled anytime before work begins; priority goes to households that fully electrify and participate in Solar for All, with the program aiming to reduce gas dependence, lower emissions, and improve indoor air quality while helping residents manage electricity costs through distributed solar generation.
