Program Summary

The Tennessee Department of Transportation's (DOT) and Department of Environment & Conservation's (DEC) NEVI plan stipulated that funding will help construct about 1,283 miles of EV charging corridors. The state DOT released a notice of intent on March 20, 2023, and a notice of funding opportunity (NOFO) was released in August 2023. The NOFO stipulated an application deadline of November 1, 2023, and an anticipated selection notification on January 5, 2024. The Tennessee DOT released its 2023 updated plan during Q3 2023, which included mostly minor updates and information on contracting related to the August 2023 NOFO, among other things. The agency received approval for its 2024 updated plan on November 25, 2024, which includes minor updates related to engagement and infrastructure mapping, as well as preliminary plans for another a Round 2 NOFO. The Round 2 plans detail that the state would issue a NOFO in Fall 2024 (which did not occur), and follow a similar timeline and structure as the first NOFO in August 2023.A 2025 updated plan was published in mid-September 2025, which does not reference Round 2 plans, but it does detail that the Tennessee DOT will re-engage Round 1 awardees to confirm continuing interest and to request updated cost estimates. The number of unexecuted Round 1 contracts totalled 32 charging locations, which were paused due to the federal NEVI program pause.
