Louisiana Community Solar Rules
You can subscribe to a community solar system for up to 100% of your annual energy consumption and receive monthly bill credits based on your share of the system's production, valued at your utility's avoided cost rate rather than the full retail rate.
Community solar subscribers are credited for exported power at the avoided cost rate (published annually by the LPSC for each utility), so your customer value should be positioned as offsetting a portion of their energy bills; systems must be properly interconnected per the September 2019 LPSC Distributed Generation Rules.
Louisiana's community solar framework, established by LPSC General Order dated September 19, 2019, allows customers installing distributed generation after December 31, 2019 to be credited at the avoided cost rate (rather than full retail) for excess generation; no state funding is specified—the mechanism operates through voluntary utility rider programs (Entergy and Cleco each offer optional Community Distributed Generation Riders) and applies across residential, commercial, industrial, nonprofit, school, and government sectors.
