Multi-Family Shared Solar Program

Virginia's Multi-Family Shared Solar Program lets you subscribe to a shared solar facility in Dominion Energy Virginia or Old Dominion Power service areas and receive renewable energy credits from your subscription without installing rooftop solar. A Subscriber Organization manages the facility and handles your billing; you simply purchase a subscription and receive credits for your share of the electricity generated.

As a Subscriber Organization, you can own and operate multi-family shared solar facilities up to 3 MW (or up to 5 MW cumulatively on contiguous properties you own). Facilities larger than 500 kW require State Corporation Commission licensing; smaller ones may qualify for an exemption certificate. You must complete business registration, obtain your license, register with the utility, and secure at least three customer subscriptions to operate.

The Multi-Family Shared Solar Program operates under Code of Virginia § 56-585.1:12 in Dominion Energy Virginia and Old Dominion Power service territories, with oversight by the Virginia State Corporation Commission. Subscriber Organizations are licensed or certified exempt based on nameplate capacity (>500 kW licensed; <500 kW exempt-eligible), and must follow standardized consumer disclosure rules and dispute resolution procedures. The program targets multifamily residential, low-income, nonprofit, school, government, agricultural, and commercial/industrial subscribers seeking renewable energy credits.
