Electric Vehicle Supply Equipment Rebate Program

New York's EV Make-Ready Program covers up to 100% of the electric infrastructure costs needed to install Level 2 or DC fast charging stations on your property, significantly reducing out-of-pocket expenses. To participate, apply through your local utility (Con Edison, National Grid, NYSEG, Central Hudson, Rochester Gas & Electric, or Orange and Rockland) and work with an Approved Contractor who guides you through the application and installation process. Note: as of April 21, 2026, the program no longer accepts new applications, though existing submitted applications continue to be reviewed.

The Make-Ready Program is now closed to new applicants as of April 21, 2026, but Approved Contractors could previously install L2 and DCFC equipment while the program was active. Contractors must comply with evolving technical standards: DCFC chargers committed after November 16, 2024 require ISO 15118-3 hardware, ISO 15118-2 or -20 software compliance, and OCPP 2.0.1 compatibility; L2 chargers committed after June 1, 2025 have similar requirements. All equipment must be on the EPRI Vetted Product List (effective March 1, 2025 for DCFC, June 1, 2025 for L2) and meet ENERGY STAR V1.0 or V1.2 efficiency standards.

The Make-Ready Program operated with a $1.243 billion total budget, with over $885 million allocated to the Joint Utilities and $372.5 million required to benefit Disadvantaged Communities (defined by health, environmental, climate, and socioeconomic criteria). Six utilities administered applications through utility-specific programs, coordinated with Approved Contractors, and tracked progress via the Plug and Budget Tracker (last updated June 2026). The program closed to new applications on April 21, 2026, though staff continue processing previously submitted applications for both L2 and DCFC infrastructure to support New York's zero-emission vehicle deployment goals.
