Program Summary

A.B. 3723 of 2018 required the Board of Public Utilities to initiate a proceeding to establish a process for achieving a goal of 600 MW of energy storage by 2021 and 2,000 MW by 2030. The Board issued a straw proposal for the Garden State Energy Storage Program in August 2022 which proposed to incentivize 1 GW of storage by 2030. That program is documented in NJ Board proceeding QO22080540.A.B. 5267 of August 2025 requires the Board to to develop and offer an incentive program for transmission-connected energy storage systems and to approve 1 GW of eligible projects for incentives by June 30, 2026, with at least 350 MW of transmission-connected storage procured by December 31, 2025. Eligible projects must have a commercial operation date no later than December 31, 2030. Of note, the bill defines an "energy storage program" as including the Board's Successor Solar Incentive Program, including the Competitive Solar Incentive Program, and the Board's Garden State Energy Storage Program currently under development by the Board. Additionally, the Board has issued proposed rules for the Garden State Energy Storage Program also in August 2025, which outlines goals to procure at least 1 GW of transmission-scale storage over multiple fiscal years and an initial fiscal year target of 350-750 MW for Phase 1 launching in 2025.
