Burlington Electric Department - Commercial On-Bill Financing Program

Burlington Electric Department offers low-interest fixed-rate loans of $2,500–$50,000 for energy efficiency and pandemic-recovery projects (HVAC upgrades, equipment replacement, building improvements) repaid over 12–84 months directly on your electric bill with no money down. You must have 12–36 months of timely bill payments, provide proof of tax and utility compliance, and allow a lien on your property (or obtain landlord permission if leasing); contact BED Energy Services at efficiency@burlingtonelectric.com to discuss your project and get approved.

You can perform C-19 OBF work if you're normally in that business; you must submit a detailed Scope-of-Work document listing major materials, model numbers, labor costs, and permit fees, obtain all city permits, and receive written approval from BED before making changes that affect price or energy performance. The business owner receives the disbursement check from BED and pays you upon completion and final inspection; BED's regular incentive programs may offset the loan amount with additional cash assistance for high-efficiency equipment choices.

The C-19 OBF Revolving Loan Fund holds $500,000 in EDA-capitalized funds available to BED's small and medium commercial customers (with active accounts) for ventilation compliance, critical equipment replacement, and building façade work; loans are underwritten based on 12–36 months of timely payment history and lien/guarantee agreements, with EDA reimbursing BED as borrowers repay through the electric bill, enabling fund recycling for future loans.
