Energy Efficiency Resource Standard

A.B. 3723 enacted in May 2018 to adopt an energy efficiency program for each utility to increase energy efficiency and peak demand reduction for electricity and natural gas use in its service territory, as appropriate, by 2% of the average energy usage in the prior three years within five years of the implementation of the program. Each utility will develop a program and submit to the Board of Public Utility for approval. In 2020, the Board of Public Utilities issued an order adopting a Staff recommendation increasing the electric benchmark savings targets to 2.15%Utilities must file programs every three years. Utilities filed energy efficiency plans in 2020 and 2023. Triennium 1 of the program lasted from July 1, 2021 through June 30, 2024, although the start date for Triennium 2 was later delayed to January 1, 2025.
