Program Summary

2025 Funding Application Timeline: Jan 15 - April 25The Blue Sky Community Project Applications program, offered by Pacific Power, delivers competitive grants funded by Blue Sky® participants to support new, grid-connected renewable energy installations—such as solar PV, wind, geothermal, low-impact hydro (LIHI-certified), pipeline/irrigation hydropower, wave/tidal energy, and methane-based low-emissions biomass—at locally-owned, non-residential sites served by Pacific Power in California, Oregon, and Washington. Projects must be under 10 MW in capacity, completed within one year of award (with potential extensions tied to new construction), and equipped with an electronic inverter-monitoring system that provides at least five years of production data via a public web link. Applicants must be or become Blue Sky business partners (Visionary level required if there's direct financial gain), and must adhere to Pacific Power’s interconnection standards. The grant does not fund off-grid systems, heat-generation-only technologies, residential sites, projects already supported through other Pacific Power programs, nor general construction costs, administrative expenses, donated labor/materials, or preliminary design work. Following award, recipients must submit quarterly progress reports, manage change requests, provide a final report and financial summary, and engage in public outreach—such as signage, media events, and educational materials—to highlight community and environmental benefits.
