Program Summary
Maryland CHP grant program provides grants for construction of new Combined Heat and Power (CHP) technology in Healthcare and Wastewater Treatment facilities in Maryland.
The program is targeted specific to these industries with a goal to increase energy resiliency of these facilities, as well as to increase energy efficiency- as specified in the EmPower Maryland Act .
The program has total budget of $2.5 million for the fiscal year 2015, out of which $1 million is reserved for projects that use biomass or biogas as fuel source. The application deadline for current grant solicitation is February 1st, 2015. Funds are provided on a first-come, first-serve basis until the program is oversubscribed. Eligibility The program is targeted towards Healthcare and Public Owned Wastewater Treatment facilities. Healthcare facilities may include hospitals, assisted living, nursing home, and surgical centers. To be eligible, the project must be located in Maryland, must meet system efficiency of at least 60%, and must meet all regulatory and environmental requirements.
The program allows third-party ownership, where an developer/ESCO can own the CHP system while providing services to the Healthcare or Wastewater treatment facility. Only new projects conceived after Nov 19, 2014 are eligible for the program. Facilities that are granted awards must be fully commissioned by January 1st, 2017. Program Description The incentives range from $425/kW to $575/kW per project, based on the size of the system and funding availability. System Size Capacity Payment per KW Equal to or less than 75kW Up to $575 76 kW – 150 kW Up to $550 151 kW – 300 kW Up to $525 301kW – 500 kW Up to $500 501 kW – 750 kW Up to $475 751 kW – 1 MW Up to $450 1MW and greater Up to $425 Funds are distributed in two installments: 30% as a ground breaking incentive and 70% as a commissioning incentive.
