Program Summary

NOTE: Program has expired. Home Performance with ENERGY STAR (HPwES) Low Rise program is targeted specially towards mid-size residential buildings that fall in between single-family homes and larger multi-unit apartment buildings. The buildings eligible under the program include duplexes, row houses, and other large sale housing complexes that include 1 to 4 family residential buildings.

The program serves households earning 60% or higher of the area median income. The participants are categorized into two levels- Assisted (for households earning between 60% - 80% of the State Median Income) and Market (for households earning more than 80% of the State Median Income). Incentives provided depend on the income category. Participants who earn below 60% of the State Median Income are eligible to participate in NYSERDA’s EmPower New York Program. Program Description To participate in the program, the building owner should contact participating HPwES Contractor and submit a Low-Rise Project Application to Conservation Services Group (CSG). The application includes photographic documentation of the onsite conditions, affordable housing documentation and other information about the project. After the preliminary project approval by NYSERDA, the Contractor will receive a Project Approval Letter reserving the funds for the project. The Contractor must start the work before 60 days after approval and must complete within 45 days of commencement. Additional financing for the program is available through Green Jobs-Green New York Multifamily Financing Program.
