Philadelphia Gas Works - Residential Incentives Program

PGW's EnergySense program offers cash rebates up to $1,400 (or up to $2,000 if you qualify for the Affordable EnergySense tier through income-assistance enrollment) for installing high-efficiency furnaces, boilers, combi boilers, or tankless water heaters that meet their efficiency and product specifications. To apply, submit your equipment invoice, manufacturer specifications, AHRI or ENERGY STAR certification, and a copy of your PGW bill either online or by mail; rebates are awarded on a first-come, first-served basis through August 31, 2027.

This program drives customer retrofits by offering substantial incentives that reduce out-of-pocket costs; contractors should verify equipment meets minimum AFUE (95% for furnaces, 94% for boilers/combi boilers) and input/pressure specifications, confirm products appear on PGW's qualified product lists, and ensure customers provide all required documentation (invoices, certifications, AHRI/ENERGY STAR certs) to avoid application rejection. Participating contractors can be found through PGW's directory, and those installing insulation must be BPI-certified.

PGW EnergySense distributes rebates for natural gas equipment retrofits across residential and multifamily segments, with enhanced incentives for low-income customers meeting CRP enrollment or LIHEAP/Hardship Fund criteria; the program operates September 1, 2024–August 31, 2027 on a first-come, first-served basis capped at $25,000 per address and $150,000 per customer annually, funded through PGW's utility revenue. Air sealing and insulation rebates ($0.30–$0.95/sq ft depending on R-value and treatment) became available after September 1, 2024 for retrofit-only projects, targeting low-income residential and other customer segments.
