Program Summary

The LEAP program offers a range of incentive options to residents in Northern Virginia, and the city of Charlottesville, Albemarle, Louisa, Greene, Fluvanna, Culpeper, Orange, Nelson and Madison. LEAP utilizes an online Home Energy Profile to enroll utility customers in LEAP's Home Performance with ENERGY STAR program. A BPI Buildings Analyst-certified contractor will conduct the Home Performance Assessment.* The LEAP Participating Contractor will then send a copy signed retrofit work contract showing which implemented measures will achieve a 20% or better efficiency gain outlined in the Home Performance Assessment report. This comprehensive home improvement program may involve a range of measures and is generally available to customers in counties and cities listed above. Low or 0% interest financing is available for most areas. Members of Rappahannock Electric Cooperative (Greene, Louisa, Northern Albemarle, Culpeper, Orange and Madison Counties) can qualify for rebates which are for 25% of the project cost up to the maximum rebate amount. Rebates can be combined for a maximum total per household of $600. Contact LEAP for more information on these programs, as eligibility for several incentive offerings depends on location. *For a limited time, residents of Arlington will receive a $250 rebate for a home energy assessment.
