Program Summary

In March 2021, West Virginia passed H.B. 2667, requiring that all state buildings achieve an energy reduction of 25% below 2018 levels by 2030. This legislation also established a energy savings contracting program. Such program shall include the development and provision of model, template, or standardized contracts, guidelines, procedures, manuals, and other related documents regarding the use of energy-savings contracts In March 2012, West Virginia enacted the Green Buildings Act, which applies to all new construction of public buildings, buildings receiving state grant funds, and buildings receiving state appropriations. For those buildings that have not entered the schematic design phase prior to July 1, 2012, buildings must be designed and construction to comply with the ICC International Energy Conservation Code, and the ASHRAE Standard 90.1-2007. If a building is also receiving federal funds, the ICC and ASHRAE standards only apply if the are consistent with federal standards.
