Program Summary

The New York State Energy Research and Development Authority (NYSERDA) offers a variety of incentives to support the construction of new ENERGY STAR Homes.  Incentives are available for newly constructed residential dwellings of 3 stories or less that are located with the service territory of an electric or natural gas utility that collects the System Benefits Charge (SBC) or the Energy Efficiency Portfolio Standard (EEPS) surcharge. The utility service territories which currently meet this requirement are as follows: Central Hudson Gas & Electric Corporation, Consolidated Edison Company of New York, Inc., New York State Electric & Gas Corporation, National Fuel Gas, National Grid, Orange and Rockland Utilities, Inc., Rochester Gas & Electric Corporation. Incentives are available for home builders, home energy rating providers, and homeowners/building owners (for affordable housing). Home builders may receive a variety of incentives for constructing new ENERGY STAR Homes, display homes, and model homes; utilizing the services of "quality installers" (i.e., BPI accredited technicians and firms) for the installation of building envelope, insulation, air sealing, heating systems and cooling systems; cooperative advertising; and event organizing. Projects located in the "downstate" region are eligible for an enhanced incentive. The downstate region is comprised of the five New York City counties, Westchester county and certain locations on Long Island. Home energy rating providers are eligible for an incentive of $75 per dwelling unit for the provision of various services. Homeowners and building owners are eligible for an affordable housing incentive of up to $500 per dwelling unit where the occupant or expected occupants meet affordable housing income eligibility criteria.
