This program is not available to homeowners—it is limited to state agencies, boards, commissions, and institutions of higher learning that own their own facilities and are undertaking renovations exceeding $250,000. This program does not serve the typical contractor customer base, as it is restricted to state government entities only. The Sustainable Building Design Revolving Loan Fund, managed by Arkansas's Department of Shared Administrative Services Division of Building Authority, is an interest-free loan program funded by American Recovery and Reinvestment Act grants and State General Improvement Funds. Eligible borrowers are state agencies, boards, commissions, and institutions of higher learning with facilities requiring renovations exceeding $250,000; eligible measures span building envelope (weatherization, insulation, doors/windows), HVAC systems, lighting, controls, VFD motors, and renewable energy.
