SCE - Non-Residential On-Bill Financing Program

SCE's On-Bill Financing Program offers 0% interest loans from $5,000 to $250,000 (up to $1,000,000 for government entities) to cover the remaining cost of energy efficiency, demand response, or EV charging projects after incentives are applied. You repay through your monthly SCE bill, and for efficiency projects the monthly payment is designed to be roughly equal to your expected bill savings, making the upgrade affordable. To apply, you must qualify for an underlying SCE incentive program, have an active account in good credit standing, and confirm you'd only do the project with financing help.

SCE Trade Professionals can submit OBF applications on behalf of customers through the Trade Professional Program portal, helping customers access 0% financing for equipment and installation across energy efficiency, auto-DR, and EV charging sectors. Projects must qualify for an approved SCE incentive or rebate program, and you'll work with the customer to complete the required Project Matrix Form; loan amounts cap at $250,000 for business and multifamily, $1,000,000 for government/institutional, with terms up to 5–10 years depending on segment and measure life.

OBF is a 0% revolving loan program administered by SCE covering non-residential customers (business, government, institutional, multifamily) with loan limits of $5,000–$250,000 (business/multifamily) or $5,000–$1,000,000 (government/institutional) per Service Account, repaid via monthly utility bill billing. Eligibility requires prior approval of a qualifying SCE incentive program; loan term is capped by segment limits and the expected useful life of installed measures, with bill neutrality targeted for efficiency projects. Government/institutional customers may bundle multiple accounts, and exception caps up to $4,000,000 per SA are available with management approval.
