Valley Electric Association - Net Billing

Valley Electric Association's net billing program, effective August 30, 2024, allows you to receive monthly bill credits for excess solar, wind, geothermal, biomass, or hydroelectric energy your system exports to the grid, valued at VEA's avoided rate. To participate, submit a pre-application form to verify you own the property, pay a non-refundable application and engineering fee, obtain VEA's Permission to Construct and Permission to Operate letters, and have VEA install a net meter and production meter on your system.

VEA's net billing program credits customers for over-generation at the utility's avoided rate, with credits rolling to the next month if they exceed consumption, making solar and other renewable installations attractive to your customers. You must ensure customers submit pre-applications and complete applications with required documentation, hold valid installer licenses, obtain PTC and PTO letters before energization, pass VEA's metering inspection, and submit final County/state inspection documentation and notarized interconnection agreements—failure to follow this process will result in system lockout.

The program nets production and consumption instantaneously for applications completed after August 30, 2024; excess energy generates Over-Generation Bill Credits valued at the utility's avoided rate and applied monthly, with carryover to subsequent months if credits exceed consumption. VEA's engineering team evaluates each application individually based on existing grid infrastructure, issues unique cost estimates following the Electric Line Extensions Policy, and conducts metering inspections before issuing PTO letters. All renewable energy certificates convey to the utility, and the program serves residential, commercial, industrial, and agricultural customers across VEA's service territory.
