Program Summary
Note: In December 2008, the CCEF announced that it would not accept any new pre-applications or applications for photovoltaic (PV) systems under the On-Site Renewable DG Program (which includes the Affordable Housing Initiative Solar PV Rebate program) after January 15, 2009.
All pre-applications and applications received under the OSDG program are date-stamped and have been evaluated in the order received. Funding for this program has been fully committed. The CCEF will announce future developments and program changes on its web site, although it does not anticipate reopening this program until July 1, 2010. Through the Connecticut Clean Energy Fund's (CCEF) Affordable Housing Initiative, developers who install solar photovoltaic (PV) systems at affordable housing projects may apply for a grant to defray a portion of the upfront installation costs. Because the solar PV system will displace a portion of the electricity used, tenants will receive long-term financial benefits through stabilized electricity costs. The rebate level for developers of single-family residential units is $6/watt (W) (PTC rating)* for the first 10 kilowatts (kW). The funding cap is $60,000 per project. Factors considered in calculating the rebate include: PV panel selection, inverter efficiency, system orientation and tilt, and shading on the site. For multi-family and rental units, the rebate level is $6/W for the first 200 kilowatts (kW), with a maximum award of $850,000 per project. This program is set to expire on June 30, 2010. CCEF launched the Affordable Housing Initiative in November 2006 with a small-scale “pilot†effort. Through this initial effort, CCEF supported solar installations -– now either under construction or completed -– at six affordable housing sites in Connecticut. * PTC is the acronym for PVUSA Test Conditions.
