Program Summary
Colorado Clean Energy FundIn 2007, the Colorado General Assembly established the state's Clean Energy Fund (CCEF), giving authority to the Governor's Energy Office (GEO) to advance energy efficiency and renewable energy throughout the state. The nonprofit intermediary identifies barriers in financing, bridges the gap between projects and capital providers, and drives demand for sustainable energy solutions with market engagement and development activities. To date, the CCEF has secured operating capital, established a governance structure, and developed a pipeline of projects to support. The CCEF is currently securing funding for lending. FundingUnlike public benefit funds in other states, which receive their funding from small surcharges on customer's utility bills, the Clean Energy Fund gets its money from revenue collected through the limited gaming tax and the severance tax. Revenue from these taxes are transferred into the Clean Energy Fund at the end of every state fiscal year. All interest earned by the principal of the fund, and all money remaining in the fund at the end of each fiscal year must remain in the fund, and can not be transferred into the state general fund or any other fund. All money in the Clean Energy Fund is continuously appropriated to the GEO to support the growth of renewable energy and energy efficiency throughout the state.
