Northern Plains EC offers low-interest financing for energy efficiency improvements like heat pumps, insulation, windows, and air sealing on your commercial or agricultural property—contact the cooperative or visit their program website to apply, and you don't need to be an existing member to qualify.
This program finances customer projects across commercial, industrial, agricultural, and local government sectors for qualifying efficiency upgrades; your customers can access low-interest revolving loan funds or zero-percent USDA Rural Economic Development loans (10-year terms, up to 80% of project cost) by contacting Northern Plains directly.
Northern Plains administers two loan mechanisms: a revolving loan fund for for-profit businesses, nonprofits, and local governments (in partnership with other lenders), and USDA Rural Economic Development pass-through loans at zero percent for 10 years; projects must demonstrate financial stimulus and creditworthiness, with applicants applying through Cheryl Belle (Business Manager, 1-800-882-2500) and providing irrevocable letters of credit.

Northern Plains Electric Cooperative is a member-owned electric cooperative that serves customers in east-central North Dakota. This EMC offers a low-interest loan program for commercial, industrial, agricultural, and local government customers that wish to undertake energy efficiency projects. Loans can be made to for-profit businesses, not-for-profit organizations, and local governments. Projects include, but are not limited to:- Small and medium-sized business and cooperatives engaged in manufacturing, retail, service and tourism industries
- Community projects relating to water/wastewater, healthcare, education, telecommunications, public safety, recreation, and the arts
- Producer-owned businesses and cooperatives that add value to agriculture
- Efficient use of energy is encouraged for all projects and is also an eligible activity
- Applicants do not need to be a member/consumer of Northern Plains Electric to apply
