Pearl River Valley Electric offers rebates up to $500 for installing high-efficiency heat pumps (15 SEER or higher) in new homes that meet Comfort Advantage standards, or $400 for upgrading an existing home with a heat pump. To qualify for the higher rebate, your new home must have insulation at R-30 in ceilings, R-19 in roofs, R-18 in walls, R-19 in floors, double-glazed windows covering less than 20% of floor area, an ASHRAE 90 certified electric water heater, and a properly sized electric heat pump system with a seasonal energy rating of 14.0 or higher. Incentives are paid directly to you or your builder once standards are met, helping you save on energy bills and increase your home's resale value.
You can earn rebates by installing qualifying heat pump systems for customers: $500 for new Comfort Advantage homes with high-efficiency heat pumps (15.2 SEER2 or 16 SEER or higher) or ground source heat pumps, or $400 for retrofitting existing non-Comfort Advantage homes with heat pumps, plus $150 for each additional qualified system. To qualify customers for the higher new-home rebate, homes must meet strict insulation (R-30 ceiling, R-18 wall minimum), window (double-glazed, under 20% of floor area), infiltration control, and ASHRAE 90 certified electric water heater requirements, with the heat pump designed for whole-home conditioning at 14.0 seasonal energy rating minimum.
Pearl River Valley Electric administers the Comfort Advantage Program, which provides tiered rebates for residential heat pump installations: free underground service (up to 150 feet) plus $500 for high-efficiency systems in qualifying new homes, or $400 for retrofits in existing homes. The program targets new construction meeting comprehensive efficiency standards (insulation R-values, window performance, air-sealing, ASHRAE 90 water heaters) to reduce residential energy consumption; rebates are paid to either homeowner or builder upon compliance verification. Funding supports both new Comfort Advantage homes and existing home upgrades, with additional $150 rebates available per extra qualified heat pump system.

Program summary
Pearl River Valley Electric Power Association provides incentives through its Comfort Advantage Program to encourage energy efficiency within the residential sector. Rebates are available for heat pumps and electric water heaters in both new and existing homes. However, higher rebates are offered if a home meets the standards of a Comfort Advantage Home. Such homes must be new and feature:
- Flat ceiling insulation of R-30 or higher
- Roof/ceiling combination insulation of R-19 or higher
- Wall insulation of R-18 or higher
- Floor insulation of R-19 or greater
- Double glazed or stormed windows
- Glass area less than 20% of total floor area
- ASHRAE 90 certified electric water heater
- Effective air-sealing and attic ventilation
- Properly sized electric heat pump system designed for whole conditioning and with a seasonal energy rating of 14.0
If the above criteria are met, the home owner can receive rebates up to $500 for new, energy efficient heat pumps (SEER of 15 or higher) or ground source heat pumps. These Comfort Advantage incentives are paid to whoever decides to incorporate Comfort Advantage Standards, either the owner or builder.
