Program Summary

The Low-Income Energy Assistance Fund is administered by the Michigan Public Service Commission (MPSC) and funded by a surcharge on electric utility bills, last set at $1.25 per month in April 2025. Funds are distributed through the Michigan Energy Assistance Program (MEAP). Utilities can opt out of the program if they provide a program equivalent to the MEAP to their customers; all major utilities participate in the program, with only a few municipal and cooperative utilities opting out.Originally introduced in 2013, the program was modified in 2024 by Public Acts 168 and 169, which removed a previously existing budget cap of $50 million and allowing the MPSC to raise the surcharge financing the program in increments of $0.25 up to a maximum of $2.00.

The program distributes funds to local government and nonprofit grantees to deliver services.
