Program Summary

On March 17, 2006, H.B. 80 was enacted in Utah, requiring the Division of Facilities Construction and Management to administer the State Building Energy Efficiency Program (SBEEP). SBEEP provides funding resources, tools, and cost-effective methods for efficient design, construction, and operation. The Division is responsible for developing guidelines and procedures to improve energy efficiency in the maintenance and management of state facilities, providing assistance to agencies in their efforts to improve energy efficiency, and identifying opportunities for improved energy efficiency. The Division is also tasked with establishing an advisory group to assist with development and implementation of the energy efficiency program.

Each state entity must develop strategies for improving energy efficiency and reducing energy costs and provide energy consumption and cost information, as well as information regarding the agency’s energy efficiency and reduction strategies to the Division. Agencies may enter into a performance efficiency agreement for a term of up to 20 years.
