Two Rivers Water & Light - Low Income Energy Assistance

The program is designed for those customers, including senior citizens on fixed incomes, whose energy expenses can be a financial burden. Energy Assistance Program helps income-qualifying households to cover their energy costs and reduce the pending financial burdens. The first step is to establish income eligibility through the federal Wisconsin Home Energy Assistance Program (WHEAP). To learn more about the WHEAP application process, customers should contact the Manitowoc County Social Services office (920-683-2888). Once a customer has confirmed their eligibility, the Two Rivers Economic Development office can assist in how to participate in the Energy Assistance Program.
