Building Energy Code
Florida's Building Energy Code sets mandatory efficiency standards for new residential construction and major renovations, requiring builders to meet energy-saving requirements based on the 2021 IECC with state amendments effective December 31, 2023. Florida's current residential code (2021 IECC with amendments, effective 12/31/2023) and commercial code (2021 IECC and ASHRAE 90.1-2019 with amendments, effective 12/31/2023) are mandatory statewide and do not require separate local adoption. Contractors must design and construct to meet these state-mandated energy efficiency standards; the Florida Department of Business and Professional Regulation's Building Codes and Standards Office administers the code, and the state does not permit use of COM/REScheck for compliance documentation.

The Florida Building Commission (FBC) is directed to adopt, revise, update, and maintain the Florida Building Code in accordance with Chapter 120 of the state statutes. The code is mandatory throughout the state and need not be adopted by a local government to be applicable at the local level. An online copy of the Florida State Energy Code is available at the FBC's Building Codes website.
In June 2008, Florida enacted HB 697, which outlined the state legislature's mandates to improve the energy performance of Florida's infrastructure. To meet the state's ambitious energy efficiency goals, the Florida Building Commission shall select the most current version of the International Energy Conservation Code (IECC) as a foundation code; however, the IECC will be modified by the commission to maintain the efficiencies of the Florida Building Code-Energy Efficiency Energy. The 2014 Florida Building Code was adopted is based on 2012 IECC.
The current Florida residential and commercial code was updated in 2020 and based on the 2018 IECC with state specific amendments.
