Program Summary

Yellow Springs Utilities allows residential and commercial customers to net meter photovoltaic (PV) and wind-energy systems up to 25 kilowatts (kW) in capacity. A single meter capable of measuring the flow of electricity in both directions is used. The ordinance specifying the terms of net metering does not address the treatment of net excess generation (NEG) by customers, or the maximum number or aggregate capacity of net-metered systems allowed. Ohio's 1999 electric-utility restructuring law requires the state's investor-owned utilities to offer net metering. This law does not apply to municipal utilities or cooperative utilities. It should be noted that Ohio has approximately 85 municipal utilities. While this record highlights Yellow Springs Utilities, it is likely that other municipal utilities have net metering policies.
