Idaho Power - Net Metering
Idaho Power's net billing program lets you install solar, wind, or other generation systems up to 25 kW (residential/small commercial) or up to your peak demand or 100 kW (large customers), with excess power earning credits at variable Export Credit Rates currently set at $0.156836/kWh on-peak and $0.029019/kWh off-peak in summer months. To participate, apply through Idaho Power's interconnection process, comply with equipment standards in Schedule 68, and pay any utility system upgrade costs they determine necessary; your net excess generation credits carry forward indefinitely with no monthly expiration.
Idaho Power accepts residential (Schedule 6), small general service (Schedule 8), and large general service (Schedule 84) on-site generation customers under net-billing tariffs approved by the Idaho Public Utilities Commission, compensating exported energy at real-time differentiated rates updated annually through December 2027. Your customers must cover all costs for utility additions, modifications, or upgrades Idaho Power deems necessary for safe and reliable operation, and systems must meet IEEE 1547 standards, National Electric Safety Code, and the company's Customer Requirements for Electric Service outlined in Schedule 68.
Idaho Power administers three net-billing schedules (6, 8, 84) under PUC authority with system size caps of 25 kW for residential/small commercial and the greater of 12-month peak demand or 100 kW for large customers; existing customers grandfathered as of December 20, 2019 (residential/small) or December 2, 2020 (large) retain indefinite forward-carrying credits while new customers receive real-time export credits currently at $0.156836/kWh (summer on-peak) down to $0.029019/kWh (off-peak), with rate updates capped at 40% annual decreases and suspended until 2028. The program targets all customer classes from residential to agricultural, with meter aggregation available for $10 per eligible meter on the same primary feeder and rate class.

Program summary
Idaho does not have a statewide net-metering policy. However, each of the state's three investor-owned utilities -- Avista Utilities, Idaho Power, and Rocky Mountain Power -- has developed a net-billing tariff that has been approved by the Idaho Public Utilities Commission (PUC). Idaho Power's net-metering tariff is Schedule 6 for residential customers, Schedule 8 for small general service customers, and Schedule 84 for large general service customers. Systems owned or operated by residential and small general service customers must be 25 kW or smaller to participate in net billing. Large general service, large power service, and agriculture irrigation service customers may own or operate a system less or equal to the greater of: the greatest monthly billing demand established during the most recent 12-month period, or 100 kW.
In July 2013, the PUC issued an order in response to Idaho Power's application to modify its net metering program. The ruling removed a previously existing service capacity cap of 2.9 MW and changed compensation for net excess generation to a kilowatt hour (kWh) credit that may be carried forward indefinitely. It also rejected Idaho Power's proposal to move residential and small commercial customers to new service tariffs with increased monthly service charges and new basic load capacity charges. The net excess generation changes took effect in January of 2014.
In a supplemental order issued in November, 2013, the PUC required Idaho Power to provide meter aggregation for net metered customers with multiple meters on the same property or property contiguous to the net metered system. To transfer credits between meters, all eligible meters must be on the same primary feeder, must be a similar rate class, and must be under the same name or financial responsibility. A meter aggregation fee of $10 applies.
In May 2018, the PUC issued an order requiring Idaho Power to conduct a comprehensive study into on-site generation in terms of rates, rate design, and compensation. In response, Idaho Power filed a Value of Distributed Energy Resources (VODER) study in June of 2022. The PUC issued an order in December 2022, acknowledging an amended version of the study and directing Idaho Power to file a new case requesting to implement changes to the current on-site customer generation offering (expected to be file in the first half of 2023). Existing residential and small general service customers with on-site generation as of December 20, 2019, and large general service customers as of December 2, 2020, have be grandfathered into the current service offering. The provisions apply to the system rather than the customer and grandfathering will end on December 20, 2045. New on-site generation customers operate under a real-time net billing structure that compensates customers at a real time differentiated export credit rate (ECR), updated annually. The current export credit rate, as of March 2026, is $0.156836/kWh (on-peak) and $0.029019/kWh (off-peak) during the summer months, and $0.033920/kWh (on-peak) and $0.029019 (off-peak) during non-summer months.
In September 2025, the Commission filed an order ruling that in order to avoid an unsustainable increase in monthly bills due to the change in credit rate, the ECR update change in avoided energy value is limited to a 40% decrease from the current value. The order also suspended the ECR annual update requirement until 2028.
Under Idaho Power's net-billing tariff, the customer is responsible for "all costs associated with any [utility] additions, modifications, or upgrades to any [utility] facilities that the [utility] determines are necessary as a result of the installation of the [generator] in order to maintain a safe, reliable electrical system."
