Program Summary

This incentive is no longer available. The Energy Consumers Alliance of New England (ECANE), which operates as Mass Energy Consumers Alliance in Massachusetts and as People’s Power & Light in Rhode Island, is a non-profit organization that buys solar renewable energy credits (SRECs) from photovoltaic (PV) systems and renewable energy credits (RECs) from small wind-energy systems. Mass Energy Consumers Alliance aggregates SRECs and resells them under the Massachusetts Solar Carve-Out program, which is part of the state Renewables Portfolio Standard. The Solar Carve-Out requires that a certain portion of the required renewable energy come from qualified in-state, interconnected solar facilities. As a result, the prices paid for SRECs are significantly higher than prices paid for RECs. The RECs from small wind-energy systems are packaged together with low-impact hydro and biomass RECs and sold as New England GreenStart, a renewable energy-based electricity product marketed through GreenUp. GreenUp is a green power program offered by National Grid, an investor-owned electric utility serving customers in Massachusetts and Rhode Island.
